Michael W. Mutek

Michael W. Mutek is vice president and general counsel for Raytheon Intelligence and Information Systems in Garland, Texas.

Before assuming his current position, Mutek was vice president, general counsel and secretary for Raytheon Technical Services Company in Reston, Virginia. He came to Raytheon via the 1997 merger of Hughes Aircraft and Raytheon. In 1987, Mutek joined Hughes Aircraft Corporation as a senior corporate staff counsel. In 1991, he was promoted to vice president of legal and contracts with Hughes Information Technology Company, and in 1995, vice president of legal and contracts for Hughes Information Systems. Prior to joining Hughes, Mutek was a division counsel for Litton Industries, and a senior trial attorney for the Department of the Air Force.

Michael Mutek is a member of the California, District of Columbia, Ohio, and Virginia bars, and

is admitted to practice before the United States Supreme Court, as well as several other federal district courts and federal courts of appeal.

Mutek is a past chair of the American Bar Association’s Public Contract Law Section. He is a Fellow of the American Bar Foundation and has chaired or co-chaired several ABA committees. Also, he is a member of the National Contract Management Association’s Board of Advisors, a past president of his Federal Bar Association chapter, and served on the Executive Committee of the Board of Directors of the Professional Services Council for several years. 

Mutek is the author ofContractor Team Arrangements – Competitive Solution or Legal Liability: The Deskbook for Drafting Teaming Agreements, published by the American Bar Association, and has authored several articles on government contract and corporate law topics.  

Michael Mutek earned both his undergraduate and law degrees from the University of Dayton in Ohio. He also held a teaching fellowship at the University of Utah, where he did his graduate studies.
